"Below 4mg/L (4ppm) of naturally occurring fluoride in water, health problems do not exist."

There are literally hundreds, if not thousands, of studies from all around the world showing adverse health effects at water fluoride concentrations of less than 4 ppm. (Many of these studies can also be found in the 2006 NRC review.)
